Ageing landscaping grass

This beautiful grass was grown long enough. Was it really? This is probably some kind of pennisetum, but who knows how old?
Have you seen it before?

  1. At first glance, I thought Pampas grass, but whatever it is, its badly in need of dividing

  2. Pampas grass is spreading - this one is clumping.
I think it must be at least 20 years old.
